If and when there is 3 per cent growth year on year, no British exit from the European Union, and no increase in oil prices, the fiscal space will fill up with €12 billion by 2021. Factoring in cost of living increases, inflation and extra public sector pay, the fiscal space will reduce to €3 billion by 2021.
