HSE doing the same thing but expecting a different outcome

Why is the definition of insanity being once again flaunted?

Sir, – Due to the failure of various regions to control expenditure, budget control will be centralised in the HSE (“Four HSE regions to lose power over day-to-day spending”, Politics, September 10th”).

Surely a pertinent question is whether the poor financial control has been any worse than in the preceding 10 years when the HSE budget was centralised. If not, why is the definition of insanity (doing the same thing and expecting different outcomes) being once again flaunted? – Yours, etc,

Dr DAVID VAUGHAN,
