STRASBOURG - Cyprus won a legal victory against Turkey yesterday when the European Commission of Human Rights agreed to examine charges of abuses which occurred since the 1974 Turkish invasion of the island.

A Commission report in 1983 recognised there had been abuses of the European Convention of Human Rights in Cyprus.
