The Irish Home Builders' Association has welcomed "the general spirit" of the Bacon report's recommendations, but predicted the measures would be insufficient to solve the housing problem.

Key issues had not been addressed in the report, the association said, "specifically . . . that little or nothing has been put forward to tackle the issue of land supply".

The IHBA's director, Mr Ciaran Ryan, also expressed surprise that Dr Bacon had not consulted organisations such as his own.
