Pristina - Kosovo Albanians spurned an offer from Belgrade for an immediate start to peace talks yesterday, saying all Serb military action must cease first.

Mr Fehmi Agani, co-ordinator of the negotiating team appointed last week by ethnic Albanian political leader, Mr Ibrahim Rugova, said an offer by Serb chief negotiator, Mr Ratko Markovic, Serbia's Deputy Prime Minister, had been "timed for propaganda".
