In Nigeria 608 motorists were tested for insanity after they were caught driving against the flow of traffic on city streets.
Lagos transport chief Muiz Banire said the 608 were selected from 22,418 people whose vehicles were impounded last year for various traffic offences. "One person was found to be insane, while 20 people were found to have very low intelligent quota, which connotes they were not fit to drive cars along Lagos roads," said Ms Banire.
Road markings and signposts are rare in Lagos, so driving in the wrong direction is relatively common occurence.Nigeria has one of the world's worst road accident records, with over 7,000 people killed last year. Most motorists have never had any formal training or passed a test.

Moves afoot in the financial sector, where GE Capital Woodchester's Irish chief executive Sean Webb has been promoted to chief commercial officer at GE's consumer home lending arm in Britain, responsible for assets of just under £10 billion. A new Irish boss is due to be appointed in the coming weeks.
