A cut in the top rate of VAT by at least 1 per cent and a package of income tax cuts aimed at attracting more people into the labour force are among the main recommendations of the Dublin Chamber of Commerce in its pre-Budget submission.

The reduction in the top VAT rate would dampen inflation and increase the spending power of all take-home pay, the chamber said. A VAT cut would help weaker sectors such as the textile industry.
