McHugh took over kicking duties from Barry Lynn to score four penalties and converet his own try.
Carlow, who struggled all afternoon, registered with a penalty from Matt Waterhouse and a late bustling try by Andrew Melville.
Despite a smart display by scrumhalf Conor McPhillips and slick passing by outhalf Lynn, St Mary's had only a McHugh penalty to show for their dominance of the first 20 minutes. He was accurate with two more kicks before a quick pass from Lynn sent the full back over for his try, which put St Mary's ahead 16-0 at half-time.
