Sir, - I agree with Patrick Honohan (Opinion, September 12th) that early termination of the SSIA scheme is highly desirable in the present period of Government cutbacks. However, it is also important to have consistency and predictability in budgetary policy.

Terminating the scheme would damage Ireland's reputation in financial markets, and could lead to costly litigation from aggrieved investors. A better solution might be for the Minister for Finance to exempt those who wish to exit the scheme prematurely from the prescribed penalties. How many savers would avail of the offer? - Yours, etc.,
