Sir, - When the Government was awash with money, it rewarded the rich by lowering the top rate of tax. Now that it's short, it is penalising the poor. Why doesn't it raise the tax rate again instead of making cuts in health, education and third-world aid? Not only would this solve the cash flow problem, it would combat inflation and create a slightly fairer society at the same time. - Yours, etc.,
