Sir, – The source of the litter problem is litter louts. All littering I’ve witnessed is simply people discarding their rubbish with no concern for the proximity of bins, full or otherwise.
A simple solution is to stop indulging people and start issuing and enforcing fines, where necessary attaching liens to income to ensure that they are paid. The imposition of fines would result in a very clean city, as well as a change in culture of relying on others to pick up rubbish. – Yours, etc,
