Berlin - Germany's ruling Social Democrats (SPD) have adopted a high-risk strategy to win next September's general election: putting Chancellor Gerhard Schroeder ahead of policy in the party's election manifesto, reports Derek Scally.

The document, leaked yesterday, is vague on plans to turn around the economy and instead devotes pages to presenting Mr Schroeder as "a man who likes life".
