Guatemala City - A Guatemalan human rights group said on Tuesday that within the first half of 2001 it will file a case alleging genocide against the former dictator, Gen Efrain Rios Montt.

Rights groups accuse Gen Rios Montt - a 74-year-old retired general who currently presides over the Central American nation's Congress - of ordering the massacres of thousands of Maya Indian peasants during the 1982-83 dictatorship he began with a coup.
