The Northern Ireland Human Rights Commission has launched an advertising campaign to promote discussion on proposals for a Bill of Rights, writes Carol Coulter, Legal Affairs Correspondent.
The commission has also decided to extend the time for consultation by three months, and the date of it submitting its draft to the Secretary of State, Mr Mandelson, has been extended from December to March of next year.
