NAHA, Japan - Okinawa residents yesterday convincingly backed a proposal to cut back the huge US military presence on the Japanese island, with supporters claiming victory despite a relatively low voter turnout. The result failed to settle the one year old confrontation between Okinawa and the central government over the bases.
