Deputies on all sides urged that the Control of Horses Bill be implemented swiftly. The Bill, which passed its final stages, will allow local authorities to designate areas where horses may be kept only under licence. It provides heavy penalties for allowing horses to wander in these areas.

The Minister of State for Agriculture, Mr Jimmy Deenihan, said £2 million was provided in next year's estimates to implement the Bill.
