London - Britain's Rail Regulator is to investigate whether Railtrack, the company that owns the rail infrastructure, and the two train companies involved in last week's crash near Paddington have breached the terms of their standards and safety licences, it emerged yesterday, writes Rachel Donnelly.

The office of the Rail Regulator, Mr Tom Winsor, said he was seeking advice from the Health and Safety Executive on whether Railtrack, First Great Western Trains and Thames Trains had or were likely to have breached their licences. As a result of his investigation, the Rail Regulator could recommend a financial penalty or licence cancellation under the 1993 Railways Act.
