TV deflector campaigners in Co Mayo said last night that the Government's proposals might not be enough for them to call off their campaign.

A spokesman for the Mayo deflector groups, Mr Joe Gibbons, called on the Minister for Communications, Mr Dukes, to clarify the proposals, adding: "There is no question of us deciding not to field [election] candidates or anything like that until they have been completely clarified."

Issues to be resolved included pending High Court action against deflector operators and the "substantial charges" on copyright.

"Then there is the question of temporary licences: when are they going to be giving them?" he asked. "We obviously have to, make huge investments and we are not going to make them unless we are quite sure that we have a level playing pitch."

Mr Dukes seemed to be suggesting that each deflector group would have to apply for a licence Mr Gibbons added. This would create particular difficulties in Donegal where, because of the difficult nature of the terrain, over 50 small groups operated.
