BELGRADE - International officials said turnout was extremely low on the first day of voting for Bosnian refugees in rump Yugoslavia with some voters complaining they never received election material.
About 640,000 Bosnian refugees are registered to vote in 55 countries around the world from yesterday. The in country election day for Bosnia is September 14th.
