Brussels - At midnight tonight Portugal takes the reins of a European Union keen to expand eastward, to build military clout and fiscal harmony, yet showing nagging signs of discord in the way it governs itself.
As first EU presidency of the millennium, Portugal will be guiding the 15 - already the world's largest trading bloc - into the greatest period of growth and change in their brief history as a family of nations.
