1. A European rapid response capability based around the Franco-German brigade, to be available for NATO, EU-led and UN-sponsored operations.
2. A joint strategic air transport unit, possibly leading to joint arrangements for military transport by land, sea and air.
3. A European capability for the protection of military personnel and civilian populations against nuclear, chemical and biological weapons.
4. An EU First Aid and Support Team capable of delivering humanitarian assistance within 24 hours.
5. European military training centres to harmonise training standards for soldiers, sailors and airmen.
6. An EU military planning capability separate from NATO.
7. A multinational military headquarters to command European operations.
