New York - The UN Security Council will have to decide whether the "no-fly" zones imposed on Iraq by the US and Britain are legal, Secretary General Kofi Annan said last night. "It is for the Security Council to interpret its own resolutions. Therefore, it is for the Security Council to address the lawfulness or otherwise of the actions to which you refer in your letter," Mr Annan said in a letter to the Iraqi Foreign Minister, Mr Mohammed Saeed al-Sahaf.
