CORI's Justice Commission proposes the following 10 point plan as a basis for a comprehensive programme to ensure full citizenship for all:

. a basic income to ensure every person is above the poverty line.

. major tax reform, including a substantial widening of the tax base, the redistribution of the tax burden to eliminate poverty and unemployment traps, and the reduction of employers' payroll taxes by £220 million.

. new employment initiatives aimed specifically at the long term unemployed. These would include creating 25,000 new positions through extending the part time job opportunities programme nationwide.

. an integrated approach to tackling rural poverty, including providing finance for infrastructure, an income to support small farmers and greater support for rural development.

. a substantial increase in local authority and voluntary housing to reduce the maximum waiting time to 18 months.

. an education policy more effectively focused on breaking the link between education and poverty.

. a major reform of expenditure in health care to ensure substantial reallocation to community care from within the existing budget.

. a major new focus on equality and inclusion which would substantially improve the participation of all excluded groups both in the society generally and in its decision making processes in particular.

. Ireland playing a more active and effective part in promoting genuine development in the countries of the South.
