The following e-mail has been circulating around Whitehall in recent days: "Searching computer files for information on Osama bin Laden, the prime minister's staff located a speech in which the former Northern Ireland secretary, Sir Patrick Mayhew, talked about a bomb outrage being caused by a wheelie bin laden with explosives."
