"Our investigations show that all four men have been supplying information to Ali about Indian troop movements. They have also attempted to collate and pass on information to Pakistan about the location of India's ballistic missiles," said Mr Duggar.
Mr Ali, who was living under an assumed name, was arrested by the Indian police for passing on sensitive defence-related information to Pakistan via the Internet.
He had been in India for the past two years and had lived in different places before going on to Rajasthan, which shares a heavily militarised western border with Pakistan.
