MONROVIA - The Liberian faction leader Charles Taylor offered yesterday to meet the rival Krahn leader "General" Roosevelt Johnson and negotiate an end to violence which has riven the Liberian capital, Monrovia. An attempt last month by Taylor and his allies on the ruling council of state to arrest Johnson on murder charges ignited bitter clashes.
