Vienna - The West's peace co-ordinator in Bosnia warned yesterday against Council of Europe membership for the country before it had implemented key reforms so far impeded by nationalists.

"While I fully support [Bosnian] membership, premature accession would rob the international community of one of its most effective carrots while handing ruling ethnic nationalists a political coup," the international community's high representative in post-war Bosnia, Mr Wolfgang Petritsch, told the permanent council of the Organisation for Security and Co-operation in Europe (OSCE).
