Sir, – Excessive sick leave in any organisation is a symptom of poor management. Excessive overtime is similar. Both indicate that the management has lost control. Both are basic symptoms.
So when Ministers complain that public service sick leave is too high, they are really saying that not only are they are not tackling their own problems, they are blaming someone else.
