Lisbon - The Portuguese government's Commissariat for East Timor said Indonesia had sent a ship to the territory's almost deserted capital of Dili filled with civilians to create an illusion of normality.

It said the civilians would throng the streets of Dili for the arrival of a UN Security Council delegation and the UN High Commissioner for Human Rights, Mrs Mary Robinson.
