1. Remove managers and selectors from the sideline and confine subs to the dug-out.
2. Appoint one official runner per team to communicate substitutions to the referee and switches to players.
3. Appoint a referees' spokesperson to speak on behalf and in defence of match officials in the immediate aftermath of matches.
4. Introduce match-based and competition-specific suspensions. Foul in the championship and get suspended in the championship. Make punishment fit the crime.
5. Apply rules consistently. The offences of Carlow and Westmeath players shouldn't be treated any more severely than - as happened last year - those of Cork and Kerry.
