I would have thought, whatever the merits or otherwise of Ms Conway's analysis regarding resources, that the Garda Ombudsman would have put in place a process that would have fast-tracked through the system a complaint making an allegation of unlawful killing.
During its initial launch, information on the Garda Ombudsman Commission's website went to great lengths to highlight its wealth of personnel at commissioner, managerial, and investigative level who had experience with public complaints. - Yours, etc,
