Sir, - I would like to express my full agreement with Anne Reffay's observations (August 17th) about the litter problem in Ireland. I have been out of Ireland for over 18 years, and have travelled much of the world - Europe, Africa, North America. In my last visit home (December, 1995), I was appalled by the litter and dirt scattered on the streets of Dublin. Even Grafton Street and Stephen's Green were no exceptions. I left convinced that from the perspective of litter, Dublin must certainly be the Third World Capital of the EU. It's a shame, especially when there is absolutely no reason for it to be so.
