WASHINGTON - President Clinton sent his 1998 budget to Congress yesterday and called on the Republican majority to come to a quick agreement on his plan to eliminate the US deficit by 2002.

"Balancing the budget will not be easy but it is vital for the continued health of our economy," Mr Clinton said in presenting his $1.7 trillion spending plan- for the next fiscal year. He said he was "impressed" by the co-operation he has already received in negotiating this budget.
