Ms Vera Chilla from Cameroon took the 6 a.m. DART from Howth and joined the queue at 7.10 a.m. with her one-year-old child.
She has been granted residency in the Republic on the basis that her daughter is Irish-born. It was also her second day attempting to have her papers processed.
"I came at 10 o'clock yesterday and the porter told me I could get a friend to come at 4 a.m. and get a ticket for me but I live alone. I don't have a boyfriend and my husband is not here," she said.
Vera was served at 2 p.m. "It's ridiculous," she said. She asked whether she could register at her local Garda station in Howth "but I was told I have to come here".
