Panama City - President Ernesto Perez Balladares of Panama received a second blow yesterday when three of his cabinet members resigned just two days after voters crushed his re-election hopes in a referendum.
The Foreign Minister, Mr Ricardo Alberto Arias, the Housing Minister, Mr Francisco Sanchez Cardenez, and the Labour Minister, Mr Mitchell Doens, quit.
