THE PD leader urged the Government to introduce legislation to ensure that the "real culprits" paid the EU fine imposed on Ireland for irregularities in the beef industry. Ms Mary Harney said that the innocent taxpayer should not be held responsible.

The Tanaiste, Mr Spring, said the matter could be dealt with by way of statute.
