The new owners of Charles Haughey's Kinsealy home are expected to make a submission to have the 230-acre estate rezoned for housing and recreation purposes.

However, it is believed that Manor Park, which bought the house and lands for €45 million last month, face serious obstacles to getting rezoning for its plans for housing and leisure facilities, including a golf course, on the estate.

The details of the company's plans will be given as part of the consultation process for a new county development plan for the Fingal area.

The deadline for initial submissions on the plan was yesterday and, according to planning officials, it had not yet received a submission on the Haughey estate.

Sources close to the company expect that Manor Park will make a submission over the coming months seeking to have the estate rezoned for development.

The company will have various opportunities over the coming 12 months as officials draw up an initial draft development plan, which will then be put on display.

However, it is not expected that the draft development plan will include proposals for rezoning Mr Haughey's home.

The estate is currently designated as green belt, separating various suburban growth centres, including Malahide from Dublin city outskirts.

A rezoning of greenbelt land would be highly unlikely in the current climate.

Already 8,000 new homes have been planned for nearby Balgriffin, while a further 2,500 are to be built on the site of the old racecourse three miles away in Baldoyle.

The estate also lies beside two flight paths, and the Department of Transport and Aer Rianta are expected to advocate against any rezonings in the area for safety reasons.
