WASHINGTON - The White House and State Department have ignored a CIA report that China helped Pakistan construct a factory to manufacture medium range ballistic missiles, Time magazine has reported.

Time said US intelligence services discovered the facility near Rawalpindi in late 1995 and concluded that China was not only selling missiles to Pakistan but also helping the Pakistanis build a factory to manufacture them. In Denver, President Clinton declined comment on the report, saying he could not discuss "alleged intelligence reports".
