AN independent inquiry into a claim that police officers used the home of the serial killer, Fred West, as a brothel has been completed, it emerged yesterday.

The report of the investigation by a team of officers from West Mercia Police led by Del Supt Ian Johnston is now being considered by the Police Complaints Authority, which supervised the inquiry.

The authority is expected to decide in the next few weeks whether there should be any disciplinary action against any officers.

It will be up to the Crown Prosecution Service to decide if any criminal charge should be brought.

The investigation followed allegations in a national newspaper in November last year when Rosemary West was sentenced to 10 life sentences after a 28 day trial for the murders of 10 young women and girls, including her own daughter, Heather (16), and step daughter, Charmaine (8).

The newspaper reported claims that six police officers paid for sex at 25 Cromwell Street, Gloucester.

Fred West (54), also charged with the 10 murders two plus two others, was found hanging in hiss jail cell on January 1st last year, before coming to trial.

An unnamed woman, who was extensively interviewed as part of the Cromwell Street inquiry, made a complaint to the watch dog authority.

She is understood to have been a friend of Alison Chambers, one of the nine murder victims whose bodies were found buried in the house and garden of the Wests home. Alison Chambers was nearly 17, and was in care in Gloucester, when she disappeared.

The police also investigated the complainant's later claim that a policeman watched while Fred West raped her.

He was said to have encouraged Fred West in his attack on her.

The officer was alleged to be still serving, but with another force.

A PCA spokesman confirmed today it had received the completed West Mercia report, which was now being studied by Mr Tony Williams, the authority member supervising the investigation.

The spokesman would not give further details.
