The EU has agreed to apologise for slavery and colonialism in the final declaration of the World Conference Against Racism which ends tonight.
The move solves one of the issues deadlocking the UN meeting.
The apology is expected to be adopted officially at the conference in Durban, South Africa.
"There was a breakthrough on the notion of an apology," said Mr Koen Vervaeke, spokesman for Belgian Foreign Minister Mr Louis Michel, who is leading the EU delegation.
