Hopes that the Budget would provide extra residential places for people with mental handicaps had not been met, the National Association for the Mentally Handicapped of Ireland said.
Almost 1,500 such places are needed but so far this year the Government has announced only 66 extra places, it said, describing the situation as "disgraceful".
