The following is the text of the statement received yesterday by the BBC in Belfast and claimed by the IRA

THE 1994 situation. We became persuaded by a number of parties in Ireland and abroad that a real potential existed for substantial negotiations without preconditions. The British government committed themselves to direct entry into those negotiations. We undertook our initiative to enhance all of this potential.

We do not anticipate that what will emerge from the prime ministerial summit will clear the British obstacles which frustrated progress throughout 18 months. If anything, the British government's position has hardened.

The likelihood of any IRA cease fire is remote in the extreme. The British government position of creating a three month fudge after which time they will re-erect their absolute barrier to progress renders June 10th meaningless.

What is required is immediate entry without any preconditions whatsoever into substantive negotiations involving all parties and with all matters on the table.

Let us nail completely the position on decommissioning. The IRA will not be decommissioning its weapons through either the front or the back doors. We will never leave nationalist areas defenceless this side of a final settlement.
