The High Court will next week deliver its ruling on an unprecedented inquiry into the escape of a disturbed girl from health board care and what steps were taken to trace her before she was found dead almost a month later. Kim O'Donovan (15) was found dead on August 24th, 2000, following a heroin overdose in a bed and breakfast premises at Talbot Street, Dublin. She had been in the care of the East Coast Area Health Board and had escaped from Newtown House, a residential unit run by the board, on July 28th, 2000.
