An EU dispute over how to define chocolate remains unresolved. The row began when Britain, Ireland and Denmark joined nearly 25 years ago. They and some of the new memberstates use vegetable fats as well as cocoa butter in chocolate while eight "pure" chocolate nations ban it, creating a possible trade barrier.
