On January 27th, 1977, Julius Boros shot an opening 71 in the USPGA Seniors' Championship at the Walt Disney Resort in Orlando. He then went on to compile a five-under-par aggregate of 283 to capture a title which had a fascinating sequel. Later that year in Virginia, Christy O'Connor Snr beat Boros to become the first non-American to win the World Seniors in the US. In the process, O'Connor rejected his opponent's appeal to be allowed use a golf-buggy, because of back problems.

Answer: Yes. Gravel is a loose impediment and a player may remove loose impediments under Rule 23-1. This right is not cancelled by the fact that, when a road is covered with gravel, it becomes an artificially-surfaced road and thus an obstruction.
