Sir, - The shock and horror in the United States have been rightly condemned by world leaders who have offered solidarity and support to the American people at this tragic time.
There is a fear the US administration will seek some form of revenge by rapid military retaliation against those groups or states they suspect are involved. The danger is that many more innocent civilians will lose their lives.
The UN Commissioner for Human Rights, Mary Robinson, has called for an integrated unified response which will focus on justice, not revenge, and this must be the appropriate policy if we are to avoid further unnecessary bloodshed. Those responsible for this appalling tragedy must be brought to justice, but not at the expense of many more human lives. - Yours, etc.,
