Sir, - The resignation of Mr Lowry creates more questions than answers. To claim that he had done nothing wrong, and cannot explain the deal in detail because of "commercial sensitivity", borders on the ridiculous.

The same could be said of his dealings with the semi state sector, in particular with regard to the awarding of the second mobile telephone licence. His reason for granting this licence to the least prepared, rank outsider was never fully explained, again commercial sensitivity being the excuse.

In view of recent revelations, it is imperative that the selection criteria used be made public, not least to assuage any suspicion that this selection was not entirely above board. The ongoing delays in ESAT Digifone's start up suggest they were not the ideal choice, given the facts that many of the failed applicants were better structured to provide this complex service but were not personally favoured by the Minister. - Yours, etc.,
