Madam, - Your report on the National Youth Council of Ireland's excellent conference on alcohol also features information on the complaints procedure operated by Meas, the body set up by publicans themselves to promote responsible attitudes to alcohol.

Curiously, this mentions a complaint upheld in relation to a specific premises and a drinks promotion.

Such a promotion, if admitted, is a clear breach of Section 20.1 of the Intoxicating Liquor Act 2003 which states "A licensee shall not supply intoxicating liquor on the licensed premises at a reduced price during a limited period on any day".

It is not the role of Meas to enforce the laws of the land last time I checked unless we have taken self-regulation to a new level.

I hope therefore that when any breach of the criminal law in relation to alcohol is reported to Meas they furnish all relevant details to the gardaí. We should expect nothing less of an organisation that seeks responsible behaviour. - Yours, etc,
