Sir, - I believe that some people will always throw litter on the streets, if they think they will get away with it. I fear that no amount of anti litter campaigns or survey results will impact on this small, apathetic minority.
One solution would be to introduce heavy, on the spot fines for discarding rubbish on the streets. The introduction of traffic wardens has curbed illegal parking to a large extent, so why don't we see the same method used to control litter? - Yours, etc.,

PS. - I am told that there are litter wardens on patrol in Dublin's city centre. Has anyone actually spotted this rare creature, or is this another Irish joke?
