Madam, - Thousands of undocumented immigrants from Ireland petition the United States Congress for a change in the law to allow them eventually to become American citizens.
Four US senators and some congressmen meet them. Senator McCain tell them "You are here on behalf of. . . America's values, America's hopes".
When they assemble for the customary photograph, these people who are so keen to become Americans display. . . an Irish flag.
No sign of Old Glory, except on the Capitol in the distant background.

It would have been proper protocol to show both flags; good PR to show the American flag; but what was the advantage in showing the flag of the country they don't want to be sent back to? - Yours, etc,
